Assuming the Presidency at the depth of the Great Depression,Franklin D.Roosevelt helped the American people regain faith in themselves.

羅斯福在經(jīng)濟(jì)危機(jī)中繼任總統(tǒng)，幫助美國人民重拾信心。

He brought hope as he promised prompt ,vigorous action, and asserted in his Inaugural Address,

他的及時(shí)有力的措施帶給人們希望，印證了他的那句話，

"the only thing we have to fear is fear itself"

“我們唯一害怕的就是害怕本身。”

He was elected President in November 1932.

1932年他當(dāng)選為總統(tǒng)。

In his first hundred days ,he proposed a sweeping program to bring recovery to business and agriculture,

在他就任一百天里，他建議大幅推行計(jì)劃重振商業(yè)與農(nóng)業(yè)，

relief to the unemployed and to those in danger of losing farms and homes ,and reform.

減少失業(yè)，救助那些處于失去農(nóng)場和家園的危險(xiǎn)之中的人們，同時(shí)改革。

By 1935 the Nation had achieved some measure of recovery,Roosevelt adopted a new program of reform :

到1935年，國家經(jīng)濟(jì)有所恢復(fù)，羅斯福推行一項(xiàng)新的改革計(jì)劃：

Social Security,heavier taxes on the wealthy,new controls over banks and public utilities,

社會保障，對富人加重稅收，對銀行和公共設(shè)施加強(qiáng)控制，

and an enormous work relief program for the unemployed.

對失業(yè)人員的持續(xù)的救助計(jì)劃。

This is a day of national consecution ,and I am certain that my fellow Americans expect that on my induction into the Presidency

I will address them with a candor and a decision which the present situation of our Nation impels.

This is preeminently the time to speak the truth, the whole truth, frankly and boldly.

Nor need we shrink from honestly facing conditions in our country today.

我們不必畏首畏尾，必須老老實(shí)實(shí)面對我國今天的情況。

This great nation will endure as it has endured, will revive and will prosper.

這個(gè)國家會一如既往地堅(jiān)持下去，它會復(fù)興和繁榮起來。

So, first of all, let me assert my firm belief that the only thing we have to fear is fear itself

因此，讓我首先表明我的堅(jiān)定信念，我們唯一不得不害怕的就是害怕本身，

nameless ,unreasoning unjustified terror which paralyzes needed efforts to convert retreat into advance.

一種莫名其妙、喪失理智的、毫無根據(jù)的恐怖，它把人逆流而上所需的種種努力化為泡影。
