China’s top legislator Wu Bangguo pledged Thursday the National People’s Congress (NPC)， the top legislature, would step up its oversight work through special inquiries into issues related to people’s well-being this year。

全國人大常委會委員長吳邦國本周四指出，今年，全國人大將通過專業詢問加強對保障改善民生工作的監督。

Special inquiry就是“專題詢問”，是人大監督的legal means(法定形式)之一，指人大常委會選擇代表普遍關心的問題聽取國務院有關部門專題匯報，請國務院有關部門主要負責同志到會聽取意見、回答詢問、答復問題。專題詢問是對具體操作部門的一種監督形式。

這里的oversight work就是“監督工作”，是人大常委會的主要工作之一。Oversight有“疏忽”的意思，還有“監督”的意思，比如，a momentary oversight(一時疏忽)，administrative oversight(行政監督)等。
